Pikesville Comprehensive Plan
Established in 1824 on the banks of the Levisa Fork of the Tug River, Pikeville is the county seat of Pike County, the most eastern county in the state. The community was “ground zero” for the Hatfield-McCoy feud, and its economy relied on coal mining until the past few decades. Taking an extremely proactive stance, this community of 7,000 people has since diversified its economy and revitalized the downtown to become the cultural and economic hub of Eastern Kentucky Appalachia.

Despite serving as a subconsultant to Integrated Engineering on this project, TWC’s Phil Walker served as the overall Project Manager in the preparation of this award-winning plan, including leading all public engagement.
That process included a public opinion survey, an open house, several stakeholder focus groups, and a public workshop as part of a multi-day charrette. Because funding for the plan was tied to economic development, it features a strong focus on that topic, including a market analysis for various real estate sectors. Other primary topics included environmental conservation, the creation of a greenway system, and the continued enhancement of their downtown.
