Starkville Comprehensive Plan
Starkville is the home of Mississippi State University, with an enrollment of 20,000 students. It also has a vibrant downtown and the Cotton District, a nationally recognized New Urbanist neighborhood. Despite Starkville’s assets, challenges include strip commercial corridors and poorly designed housing developments.
The Walker Collaborative was hired to lead a plan built upon extensive research and a multi-day public charrette.
It addresses the typical planning, as well as a “place types” plan, complete streets design, a rail-with-trail proposal, and similar progressive measures. Another focus was transforming key corridors aesthetically and functionally. This planning project was followed by a new zoning and development code by the same consultant team, including four new transect zones for the code’s form-based zoning.
